Gov. Rhoden Signs Six Bills Into Law

Governor Larry Rhoden has signed six bills into law, advancing legislation that addresses ballot transparency, administrative rulemaking, education policy, and state regulatory updates.

The bills signed include:

• SB 5, which requires disclosure of whether a ballot question was proposed through a citizen initiative or by the Legislature;

• SB 56, which requires state agencies promulgating permanent rules to publish those rules and associated rulemaking forms on a state website;

• SB 57, which clarifies when agency financial resource information must be filed during the permanent administrative rulemaking process;

• SB 64, which revises and repeals provisions related to the athletic commission;

• SB 84, which increases thresholds for the value of and eligibility for the Partners in Education Scholarship; and

• HB 1033, which updates references to the Internal Revenue Code to reflect current federal law for the administration of higher education savings plans.

With the signing of these measures, Governor Rhoden has now signed seven bills into law during the current legislative session.

The governor’s office said the legislation reflects ongoing efforts to improve transparency in government processes, modernize state rules and regulations, and expand educational opportunities for South Dakotans.
